Bromo-Dragonfly is unscheduled in the United States. It is possible that it could be considered an analog (of DOB or 2C-B), in which case, sales for human consumption or possession with the intent to ingest could be prosecuted under the Federal Analogue Act though we are unaware of any such existing cases (9/7/07).

Canada#
Schedule III as of Oct 12 2016. "2C-phenethylamines and their salts, derivatives, isomers and salts of derivatives and isomers that correspond" to a broad definition that includes anything with a 2,5-dimethoxyphenylethamine core. Denmark #
Effective December 5, 2007, the Danish Sundhedsstyrelsen (Health Board) has banned non-research use of Bromo-Dragonfly, citing serious psychological and health risks. Minister of Health and Prohibition Jakob Axel Nielsen commented "The ban agrees with the government's commitment to react quickly and sharply against new eurphoric drugs. It is vital that we send a clear and unambiguous message that we neither can nor want to accept substances such as Bromo-Dragonfly." (see Pressemeddelelse). (translation thanks to S, PFC)
Finland #

Norway #

Sweden #
Bromo-Dragonfly was classed as a "health hazard" in Sweden on Jul 15 2007, making it illegal to sell and possess there. See Statens folkhälsoinstitut (thanks A)
